Q.1 The judgmentthatthesuperintendentmadeabout thenatureof thecommunityis fairandjust.Thisis becausethejudgmentwasbasedon thefactsraisedby leadersin Lewis andhis experienceduring thefirstfewmonthsof service.Forexample,thefactthatthecommunityof Lewis isdividedon thebasisof socioeconomic factors,which in turncausedthechallengesexperiencedin school,becomesevidentwhenone of theboardmembersstatethatthenewsuperintendentisoverpaidwhensomemembersof thecommunitycannot affordfoodstuff.

Q.2.Itwasnot appropriateforDr. Hollman to talkto Pisakbecausethatdecisioncontravenedtheprinciplesof equityandfairness.Hollman favoredPisakover otherapplicants,which wasan unfairpractice.

Q.3. AlthoughDr. Pisak knewthathewould ignorewhattheprincipleswould say,askingthem about their opinionwasa necessaryformalprocedure.However,theproblemarosebecausePisak didtheconsultationforthesakeof formalityandnot forthepurposesof includingtheprinciples’contributionsto thenewplan.

One of thestrengthsof school-based managementincludestheincreasein theopportunitiesforthetaxpayers (includingtheparents)to takepartin theprocessof makingdecisionsthat affecttheschools(Yap &amp Adorio, 2008). However,ithas two majorlimitations,includingtheconflictsbetween parentsandteachersandtheschoolprinciplesandreducedprinciples’controlover their respectiveschools.

Thecommunityandtheorganizational climateaffecttheimplementation of theschool-based managementin differentways.Thecommunitylackstheknowledgeof whatis happeninganda platformto airits viewsandensurethattheyreachthedecisionmakers.Theorganizational climate,on theotherhand,is composedof individuals(includingtheprinciples)whoexpresstheir conflictof interestsince thenewsystemwill reducethepowers.

Q.6. Theprinciple’sbehaviorwasnot affectedby theturnover rateof superintendentsneitherwould thefactthatthiswasPisak’sfirstsuperintendenceaffecthis behavior.Thisis becausetheprinciple’smajorconcernwasthenegativeimpactof theschool-based managementon thepowersof theprinciplesin decision-making,andhadlittleto dowith thepositionof thesuperintendent.

Morediscussionswith theboardas wellas theadministratorswerenecessarybefore commencingthestudy.Thisis becausefurtherdiscussionswould havegiventheboardandadministratorsan opportunityto understandtheimportanceof changingtheschoolmanagementstyleandgivethem a hintof whattheschool-based managementsystemwasallabout.Thiswould haveinfluencedtheir decisionon whethera detailedstudywasnecessaryornot.

Q.8. Personally,Iwould not signthepetitionbecauseitwasan expressionof selfishnesson thepartof theprincipals.Thisis becausesigningthepetitionto opposetheimplementation of theschool-based managementmeanttheprincipalswantedto retaincontrolandcontinuemakingal decisionson behalfof teachersandparents.

Q.9. Theschooladministratorsandboardwasalreadydividedandthere wasnoindicationthattheywould cometo anagreement,implyingthatthesuperintendentdiditwise to movequicklywith therecommendation.In addition,thesouthernpartof thedistricthadexpresseda lackof concernwith theschoolmanagement,andfasttrackinga studythat would supporttheir inclusionin themanagementof their respectiveschoolswasinevitable.

Q.10. Theboardwill reactpositivelyandsupportthesuperintendentifheproceedswith therecommendation.Thisis becausethenewboardhas alreadyexpressedits confidencein thesuperintendentandthethirstforchangein theschooldistrict.TheBoard will reactnegatively andlossits confidencein thenewsuperintendentin casehewithdrawstherecommendation.Thisis becausewithdrawalwould depictthesuperintendentas a cowardwhocould succumbto theintimidations of theschooladministratorsinsteadof pursuingchangesthat will benefittheschooldistrict.
